PUTRAJAYA, April 22 (Bernama) -- The Postal Forum a self-regulating body designated by the Malaysian Communications and Multimedia Commission (MCMC), today convened the Safety and Security Dialogue for Postal Industry. This is its first initiative of this kind aimed at strengthening regulatory awareness industry standards and operational accountability among postal service providers.
As a self-regulatory body, the Postal Forum drives voluntary adoption of the industry code, upholds industry standards and protects consumers, with MCMC serving as the designating authority under Sections 49 and 50 of the Postal Services Act 2012 (Act 741). In this capacity, the Postal Forum complements MCMC’s regulatory oversight by fostering a culture of self-governance within the industry, ensuring that compliance is embraced as a shared value, not merely an enforcement obligation.
The dialogue brought together key regulators, Ministries, Government agencies and licensees on a unified platform to address pressing safety, security and legal challenges within the industry. The initiative reflects a proactive effort to strengthen industry readiness as the rapid expansion of e-commerce continues to drive parcel volumes beyond 1.5 billion last year, placing greater demands on operational integrity, risk management and consumer protection. Emerging risks including the misuse of courier channels for drug and wildlife trafficking, dangerous goods in shipments and rider safety incidents. This further highlight the urgency and relevance of this initiative.
“The postal and courier sector remains a critical enabler of the nation’s economy. Our role is to bridge regulation and practice in building an industry where operators understand their obligations and uphold them voluntarily, for the benefit of consumers and the nation,” said Ms Nurhafizah Hanifah, the Head of the Postal Forum.
The dialogue saw active participation from leading agencies, including Malaysian Communications and Multimedia Commission (MCMC), Ministry of Health Malaysia (MOH), Royal Malaysia Police (PDRM), Royal Malaysian Customs Department (JKDM), Department of Wildlife and National Parks (PERHILITAN) Peninsular Malaysia, The Land Public Transport Agency (APAD), Department of Occupational Safety and Health (DOSH) and Social Security Organisation (PERKESO). Discussions focused on strengthening adherence to existing laws and enhancing operational safety practices. The session also facilitated open exchanges between regulators and industry players, reinforcing a shared commitment towards safer and more secure service delivery.
A total of 30 participants attended this session, demonstrating strong industry commitment towards improving compliance standards and delivering safe, secure and reliable services to consumers. Participants gained critical insights into regulatory expectations covering worker safety and health, parcel handling protocols customer data protection, which are key pillars in ensuring public trust and service excellence.
The Postal Forum emphasised that regulatory requirements should not be perceived as a burden, but as an essential framework that safeguards industry credibility, protects consumers and supports long term sustainability. In advancing this agenda, the Postal Forum also called on all postal service providers to step up their efforts by participating in the Malaysia Courier Safety Passport Training (MyCSP). This structured training programme is designed to equip courier personnel with essential competencies in risk awareness, road safety, ergonomic practices and professional conduct, laying the foundation for a safer, more disciplined and future ready workforce.
Moving forward, the Postal Forum will continue to intensify industry engagement efforts through strategic collaborations, targeted capacity building programmes and continuous dialogue with stakeholders to address evolving risks and regulatory expectations. The Postal Forum remains steadfast in its mission to build a postal and courier industry that is safe, secure, self-regulating and trusted by all Malaysians.
