Dr. Juan Joon Ching, President of Balai Ikhtisas Malaysia (BIM), exchange the signed Memorandum of Understanding (MoU), witnessed by YB Steven Sim, Minister of Human Resources, during the Karnival Kerjaya & Keusahawanan MyFutureJobs on 10 July 2025.NIBONG TEBAL, July 11 (Bernama) -- Balai Ikhtisas Malaysia (BIM) is proud to be one of the six associations that signed a Memorandum of Understanding (MoU) with the Social Security Organisation (PERKESO) in support of the “Second Chance” initiative — a national effort aimed at enhancing employment opportunities for vulnerable groups, particularly former inmates.
The MoU, witnessed by Human Resources Minister YB Steven Sim, reflects BIM’s continued commitment to nation-building and inclusive economic growth through professional development, skills-matching and employer engagement.
The “Second Chance” programme, championed by PERKESO and supported by the Ministry of Human Resources, offers job matching, skills development, and employer incentives to encourage the hiring of ex-offenders, parolees and those under supervision. Since its launch, the programme has helped over 4,000 individuals gain employment, with 933 placed between January and July 2025.
Speaking at the event, YB Steven Sim emphasised that no one should be left behind in Malaysia’s economic progress and reiterated the government’s commitment to ensuring that all workers are treated with dignity and respect.
As part of this effort, employers will be offered a special hiring incentive of RM600 per month for three months for hiring individuals from vulnerable groups, including ex-offenders. This financial support is designed to create sustainable, higher-paying employment opportunities.
BIM’s participation in this initiative is in line with its core values of professional integrity, inclusivity, and social responsibility. Through collaboration with its 23 member institutions across various professional fields, BIM is uniquely positioned to advocate for second chances and help bridge the gap between job seekers and industries in need of skilled workers.

This collaboration further strengthens BIM’s efforts to work hand-in-hand with strategic partners such as PERKESO, FMBA, FMM and others in addressing labour market gaps and unlocking the full potential of Malaysia’s human capital.
