KUALA LUMPUR, July 10 (Bernama) -- The Honourable Dato’ Seri Utama Haji Mohamad bin Haji Hasan, Minister of Foreign Affairs, Malaysia chaired the Plenary Session of the 58th ASEAN Foreign Ministers’ Meeting (AMM) on 9 July 2025 in Kuala Lumpur. The Meeting was attended by all ASEAN Foreign Ministers, Foreign Minister of Timor-Leste, as Observer and Acting Permanent Secretary of Myanmar. Earlier, the 58th AMM was officiated by The Honourable Dato’ Seri Anwar Ibrahim, Prime Minister of Malaysia.

The AMM Plenary provided an important platform to advance ASEAN’s community-building agenda under the Vision 2045 framework. The Foreign Minister called on all ASEAN bodies to align their work with ASEAN Vision 2045, ensuring a seamless transition from Vision 2025. He urged ASEAN to uphold its unity and strategic resolve amidst intensifying geopolitical tensions and growing external pressures. 

The Foreign Minister also reaffirmed the region’s shared responsibility to support Timor-Leste’s path to full membership in ASEAN. He underscored the importance of maintaining consensus and inclusivity as guiding principles in realising ASEAN’s long-term vision. 

During the Meeting, the Foreign Ministers welcomed the adoption of the Guidelines to Facilitate Timor-Leste’s Accession to ASEAN Legal Instruments, and urged Member States to complete the necessary procedural steps ahead of the 47th ASEAN Summit. The Meeting also reviewed matters related to the Treaty of Amity and Cooperation in Southeast Asia (TAC) and will be welcoming Algeria and Uruguay’s Signing Ceremony of the Instrument of Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) later today.

The Foreign Ministers also took note of the AICHR Annual Report 2025 and endorsed AICHR’s Priority Programmes and Five-Year Work Plan (2026–2030). The Meeting also proposed that ASEAN adopt the ASEAN Declaration on the Right to a Safe, Clean, Healthy and Sustainable Environment, marking a continued commitment to human dignity, social development, and regional justice. 

The ASEAN Foreign Ministers will continue with Retreat Session, where Foreign Ministers and the representative from Myanmar will engage in broader strategic discussions. The Retreat serves as a platform for exchange on regional and global developments, enabling Ministers to deliberate on emerging challenges, deepen mutual understanding, and reaffirm ASEAN’s unity and shared commitment towards a cohesive and forward-looking Community.
