MIDA and Invest Hong Kong Renew Partnership to Deepen Two-Way Investment Between Malaysia and Hong Kong

Renewed Memorandum of Understanding signed at the Hong Kong-Malaysia Business Seminar in Kuala Lumpur


KUALA LUMPUR, Aug 12 (Bernama) -- The Malaysian Investment Development Authority (MIDA) and Invest Hong Kong (InvestHK) today renewed their Memorandum of Understanding (MoU), reaffirming a partnership that spans more than four decades and setting a shared course to capture new investment opportunities across ASEAN, the Greater Bay Area and Mainland China. The renewal took place at the “Hong Kong: Your Strategic Springboard to Chinese Mainland and Malaysia” Business Seminar and Networking Lunch, held at Shangri-La Kuala Lumpur.

The MoU was signed by MIDA Chief Executive Officer YBhg. Datuk Sikh Shamsul Ibrahim Sikh Abdul Majid and Invest Hong Kong Director-General of Investment Promotion Ms. Alpha Lau, and witnessed by YB Tuan Sim Tze Tzin, Deputy Minister of Investment, Trade and Industry (MITI), and The Honourable Mr. Algernon Yau, JP, Secretary for Commerce and Economic Development of the Hong Kong Special Administrative Region Government. It updates the original MoU signed in 2014, reflecting new areas of cooperation and the evolving priorities of both economies.

In a world reshaped by shifting supply chains and new alignments, this renewed partnership could not be more timely,” said Datuk Sikh Shamsul Ibrahim Sikh Abdul Majid. “It offers investors from Hong Kong and the Greater Bay Area a trusted gateway into ASEAN, and it gives Malaysian companies a bridge into Mainland China and global markets. MIDA will continue to stand beside every investor, at every stage of their journey.”

Hong Kong is among Malaysia’s most significant sources of foreign investment. From 1980 to March 2026, close to 1,000 manufacturing projects with Hong Kong participation have been approved in Malaysia, with a total investment value exceeding RM60 billion (approximately USD15.5 billion) and the potential to create almost 197,000 jobs. In 2025, Hong Kong ranked as Malaysia’s third-largest source of approved manufacturing investment, with projects valued at RM12.4 billion (approximately USD3.1 billion). Hong Kong companies have also established close to 250 approved projects in the services sector, including regional bases, principal hubs and distribution and procurement centres.

Under the renewed MoU, the two agencies will jointly promote high value-added investment; facilitate Hong Kong companies investing into Malaysia and Malaysian companies expanding into Hong Kong; connect their ecosystems to enable joint ventures and supply-chain integration; and support one another’s investment missions, seminars and business-matching activities.

The partnership will place particular emphasis on the high-technology, high value-added sectors in which the two economies are strongly complementary, among them semiconductors and electronics, advanced manufacturing, the digital economy, new energy and pharmaceuticals. 

The seminar forms part of a Hong Kong business delegation’s visit to Malaysia and follows the establishment of the Hong Kong Economic and Trade Office in Kuala Lumpur in December 2025. It brought together senior government representatives, investment promotion officials and business leaders from both economies to explore opportunities for closer cooperation and cross-border expansion.
